THE DEPARTMENT
The Lieutenant will report directly to the Director of Public Safety. The Police Department has a staff of 16 full-time and 5 part-time employees.
Crime Prevention: Seeks to reduce or prevent incidents of crime in the City through education and prevention programs. This is accomplished through presentations to various groups, and various events held throughout the year.
Patrol/Traffic: This is the largest and most visible program in the Police Department. There are 13 individuals assigned to Patrol. Personnel respond to all calls for service and initiate most investigations. In addition, the following services are performed: traffic and parking enforcement; traffic control; investigation of traffic collisions; abatement of abandoned vehicles; and administration of the DUI program. Patrol of the City is conducted 24 hours-a-day, seven days a week (24/7). Police officers operate in marked police vehicles and on foot.
Detective Section: The Detective Section is staffed by one full-time and one part-time officer who are assigned to follow-up on major or serious crimes and investigate them to completion.
Special Police Services: The Clayton Police Department is a member of the West Mont (Western Montgomery County) Case One Task Force. This resource is a valuable source of additional personnel in a major incident, for joint projects such as traffic enforcement, K9 searches, etc.
THE POSITION
The current Lieutenant is retiring after 30 years with the City. The Lieutenant position is vitally important within the organization. The Lieutenant will work closely with the Director of Public Safety and serve as the Acting Chief in his absence.
Serving as the second in command, it is important the Lieutenant oversee the internal day-to-day operations; have experience with all police operations, tactics and specialty assignments; be familiar with personnel matters and technology resources; possess strong leadership and management skills; be results-oriented; mentor and develop staff; model ethical behavior; keep projects on schedule; establish effective partnerships with other departments.
MANAGEMENT PROFILE
The Lieutenant should have unquestionable personal integrity and display honesty and approachability in his/her commitment to law enforcement. He/She must be a self-assured individual with the ability to exercise a high degree of common sense and sound judgment. The Lieutenant should approach this position with an energetic and enthusiastic style and have a commitment to teamwork. The successful candidate must be able to establish trust with the Director of Public Safety, City Manager, other departments and the public.
THE IDEAL CANDIDATE WILL POSSESS THE FOLLOWING ATTRIBUTES:
Knowledge of current trends and issues that affect and influence law enforcement related matters in a municipal environment;
Identifies and generates “a better way of doing things” by viewing issues or problems as opportunities for improvement rather than as obstacles;
An individual that will accept responsibility and will be accountable for his/her decisions;
Relishes innovation and thinks progressively;
Willing to take risks and attempt innovative approaches to issues;
Good listener and open to new ideas and participative decision making;
Excellent writing skills, a highly articulate oral communicative style, and the ability to clearly explain complex issues to a wide variety of personnel; and
Have a sense of humor.
EXPERIENCE AND EDUCATION
Experience
The ideal candidate will have at least 10 years of increasingly responsible work experience in law enforcement including a minimum of 5 years of supervisory experience.
Special Conditions
The successful candidate must possess or be able to obtain a valid Ohio Drivers License and an Ohio Police Officers Certification within one year of appointment.
Education
A Bachelor’s degree is preferred but any combination of experience and police management schools will be considered.
CURRENT ISSUES
The Director of Public Safety has identified the current issues and priorities that will need to be addressed by the successful candidate.
Accreditation
This position will be responsible for obtaining accreditation from the Commission on Accreditation for Law Enforcement Agencies (CALEA).
Training and Staff Development
There is a need to focus on supervisory and managerial training in a variety of areas. If the Clayton Public Safety Department is expected to meet the needs and demands of the future, then greater emphasis on training and development, and the identification of funding sources for professional development, succession planning and continued development of employees (both workforce and supervisory/managerial levels) will be necessary.
OIBRS Compliant
The department shall become compliant with Ohio Incident Reporting Systems (OIBRS) by the end of the year.
Community Outreach Programs
Develop and implement community outreach programs that are cutting edge.
Compensation and Benefits
The salary range for this position is $52,917 – $73,964 (DOE). In addition, benefits are provided which include:
